ARTICLE I: PURPOSE
A. The House Council shall be the coordinating student body charged with representing all students residing in Fisher Hassenfeld College House at the University of Pennsylvania, and promoting community among this diverse body.
B. All student residents living in Fisher Hassenfeld College House are represented by the House Council during the period of residence, and are encouraged to participate in all House Council sponsored activities.
C. The House Council shall serve as a liaison between the student residents of Fisher Hassenfeld College House and the College House Staff and represent the concerns of student residents to the House administration.
D. The House Council shall nominate student representatives to appropriate University committees (e.g. the Residential Advisory Board).
E. The House Council shall monitor issues of importance to the residents of Fisher Hassenfeld College House and foster dialogue among its members for the purpose of identifying relevant issues of advocacy.
F. The House Council shall sponsor academic, cultural, and social events of interest to the Fisher Hassenfeld College House community.

ARTICLE V: Executive Board Positions
A. Chair

The House Council shall include a Chair who shall lead the House Council on all matters. The Chair shall be present at all House Council meetings.

The Chair shall be the primary House Council representative to all Fisher Hassenfeld staff and other University personnel and shall attend all meetings with such personnel as necessary and appropriate.

The Chair shall be the primary House Council representative to the College Houses and Academic Services Residential Advisory Board.

The Chair, in conjunction with the House Council, shall devise and implement annual goals and strategies for fulfilling the House Council mission.

The Chair shall organize, motivate, and empower student volunteers in support of all House Council projects, initiatives, and events.

The Chair shall delegate such responsibilities as appropriate to other members of the House Council.

If the Chair is unable to execute the duties of his or her office, the Vice Chair for Operations shall act as Interim Chair until a special election can be held at a subsequent Council meeting.
B. Vice Chair for Communications

The House Council shall include a Vice Chair for Communications who shall monitor, screen, and disseminate all House Council e-mail communications.

The Vice Chair for Communications shall work with the House Webmaster and ITA staff to maintain current information on the House website, including current contact information for all members of the Council and upcoming House Council programs.

The Council shall include a Vice Chair for Operations who shall record the minutes of all House Council meetings and report those minutes to the House Council.

The Vice Chair for Communications shall keep historical record of all events planned by the House Council during the academic year.
C. Vice Chair for Finance

The House Council shall include a Vice Chair who shall be responsible for all budget issues. The Vice Chair for Finance shall maintain accurate and current financial reports and records.

The Vice Chair for Finance shall present to the House Council a final, detailed budgetary and expenditure report for the prior academic year no later than the second Council meeting in October.

The Vice Chair for Finance shall, in consultation with the House Dean, present to the House Council a preliminary budget for the present academic year no later than the second House Council meeting in October.

The Vice Chair for Finance shall present to the House Council an end of the year budget report for the present academic year no later than the final House Council meeting in each academic year.

It shall be the responsibility of the Vice Chair for Finance to prepare a copy of the annual House Council budget for the House staff and administration as necessary.
D. Vice Chair for Operations

The Vice Chair for Operations shall maintain a record of all House Council proceedings and keep on file all resolutions approved by the House Council.

The Vice Chair for Operations shall act as Interim Chair when the Chair is absent or otherwise unavailable.

If the Chair is no longer able to serve, the Vice Chair for Operations shall act as Interim Chair until a special election can be held at a subsequent Council meeting.

The Vice Chair for Operations shall coordinate all room reservations, logistical planning, refreshments, and supplies for Council meetings.

The Vice Chair for Operations shall monitor the attendance at all Council meetings, certify that a quorum exists, and take roll-call votes when necessary.

The Vice Chair for Operations shall, by contacting the RAs and GAs, verify the certification of House Council Representatives.
ARTICLE: VII: OFFICE SPACE

The House Council shall have access to office space within Fisher Hassenfeld College House. This space shall be made available at the discretion of the House Dean.
ARTICLE: VIII: RA/GA ADVISOR TO THE COUNCIL
A. The RA/GA Advisor
- The House Council shall be advised by an RA or GA appointed by the House Dean to assist the Council in the fulfillment of its mission.

The RA/GA Advisor will facilitate communication between the House staff/administration and the Council.

The RA/GA Advisor will attend all meetings of the Council and seek provide information and resources to the Council.

The RA/GA Advisor will chair the first three House Council meetings of the year until a Chair is elected.

At the first meeting of the year, the RA/GA Advisor will give the Council an overview of the Council and present the Council with its Constitution.

At the second meeting of the year, the RA/GA Advisor will call for nominations to the Executive Board positions.

At the third meeting of the year, the RA/GA Advisor will run the House Council Executive Board elections.
